post." the latest poll shows among likely voters the president leads 49% to 46% for romney. that's down net two points from two weeks ago when the president was up by five. to what to you attribute the movement, chuck todd? >> well, first of all, the more important number has always been the president sitting at 49% or 50%. i would go through his job approval rating at 49%, his ballot test at 49%, those converge, and that's what matters and 49% puts you in the, quote, re-elect zone. what's affecting romney, this is something we've been watching there is an enthusiasm gap among core republican voters among core democratic groups. overall there's a ten-point advantage among those republicans who call themselves nines or tens when on a scale of one to ten asked how interested they are in this election. there's been a ten-point gap pretty consistent all year. that's why for instance on the registered voter number, the president has a seven-point lead and it shrinks more than in half down to three, because the republican vote is more enthusiastic and they get through our likely voter screens

-wing shift of the court, and when a romney presidency would mean, and what a second term for president obama would mean, in terms of if one of the justices steps down. >> it is hard to talk about that. we do not wish bill on any of them, but i think if romney is elected president, he has the potential, given that there are urt, hetes on the cor certainly has the ability to cement the ultraconservative old in this court will into the next generation. if ruth bader ginsburg steps down, and she's has said that she will step down at some point, romney could certainly cement that shift for generations and generations. if obama is reelected and again, if ginsburg steps down, a likely, he would replace her with another woman, another moderate to liberal justice. i think we would see things pretty much stayed the way they have been over the past several years. this election has huge implications for the future of this country. i think a republican presidency could certainly alter the shift, cement it well into a right-leaning direction, for many years to come. >> thank you for being with us, preside

challenger by eight points. as mitt romney's, shall we say, second place standing starts to look like more and more of a permanent residence as it seems like a long shot for winning the presidency, the down ticket effect of that is starting to become a bigger part of the conversation. you saw a manifestation of that last week on this show when nancy pelosi came on this show and said, essentially, democrats can win back the house. nancy pelosi said not only is she confident that democrats can get the 25 seats they need to take back control of the house, which is a huge number, she says she, quote, liked to have 35 seats, which would be a lot. and while it is news worthy that the democrats think they can take back the house, it should be said that a number of other observers looking at the same prospect are calling the idea that the democrats could take back the house pretty much impossible. politico publishing a piece on it. one of the consequences of republicans winning so many seats in the state legislatures in the big election of 2010 is that because that was a census year, that was also
